does the education act 1996 apply to all schools in the uk including wales, scotland, england, private schools, church schools ect.

Very likely England (and probably in parts Wales) Scotland has their own Education Acts. AFAIK there has never been such a thing as a single UK education entity to rule over.

Yeah, I looked it up and it says it applied to England, Scotland, Wales and Northern Ireland. Although Scotland does have a completely different education system from the rest of the UK, the Scottish parliament wasn't built yet, it means this would've been a UK Parliament matter then.
